- This document summarizes state advisory groups' recommendations on developing a navigator program for Colorado. It answers key questions on scope of the navigator program, criteria for identifying navigator entities, and more. Among the interesting answers is a recommendation that the state pursue partnerships with organizations across Colorado that provide education and outreach services related to promoting health coverage, but that such organizations not be certified navigators. Instead they'd play the role of "education and outreach assistors." The advisory groups also noted that "a competitive grant process would be a good approach to use in the selection of navigator entities."
