Not since the Clinton Administration have we heard the call for Medicaid block grants. Republican governors have dusted off the Newt Gingrich playbook and are bringing it up as a viable strategy for dealing with the challenge of how to pay for Medicaid in the aftermath of the Supreme Court ruling. When Gingrich proposed it he was pushing for block grants for the welfare program and Medicaid. After two vetoe's by President Clinton a compromise was reached and only welfare was converted. It is important to note that funding has not increased for the wefare program since the law passed in 1996, resulting in an effective cut of the program by 30%. over the past 15 years. Think about this as your govenors ponder the possibility of making Medicaid a block grant.
