The target population for the program are: Children who are victims of abuse or neglect; Children in Head Start programs; the Hispanic community; Grandparents/kinship caregivers; and the Developmentally disabled. To be eligible for the program, children must also reside in one of the 23 census tracts in East Baltimore. This area of the city is poor ($15,200 median income) consisting of 95% African Americans. The original catchment area included a 23 census tracts in the East Baltimore community. In year two of the grant the catchment area was designated as an empowerment zone and lead to the expansion of services to all the population living in the empowerment zone area.
